89/23 TO CONSIDER COUNTY COUNCILLORS REPORT AND RESOLVE ACCORDINGLY
Cllr Coupland has requested that he has told teams filling the pot holes to not constantly use limestone as it is a real short term solution, he also stated that various residents have contacted him to mention the issue with speeding.
90/23 TO CONSIDER DISTRICT COUNCILLORS REPORT AND RESOLVE ACCORDINGLY
Cllr Eldridge updated the Parish Council on a few matters -:
- Fire damaged property on Baulkins Drove is due to be completed by the end of the month
- A new double bin is to be fitted alongside the existing bin outside the shop. And a bin has been placed at the bottom of Baulkins Drove for dog walkers. Also been promised that communal bins will be emptied on rounds.

Couple of issues of overhanging trees/hedges onto roads are to be investigated to see if there is anything that needs to be done.
c)COMMUNITY SPEED WATCH
Gareth Baker (current lead on CSW) updated the parish council on recent progress and future issues. There have been 4 recent sessions where 87 vehicles were clocked over 35 mph, with some vehicles going to receive 2nd Letters from authorities for speeding. From the static speed camera in 1 month, 82,000 vehicles were clocked with over half going beyond the limit.
There are now 10 members in the group (11th joining soon) and are looking to get a 2nd set of equipment to enable 2 units to be ‘on duty’ at the same time. Highways are going to clean speed signs and village sign to ensure reflective for oncoming vehicles.
More sites are to be identified to enable different data throughout the village. Lincs CC to be chased to maintain temporary speed camera.
PCSO
Parish Council were asked to look at costs for Village gates across 4 sites, more 30 mph signs that can be placed throughout the village (corrugated versions – not metallic ones), reflective stickers for bins and also the cost for another speed camera.
Clerk will liaise with CSW to find suitable options to suggest and bring to the next meeting.
Cllr Coupland also mentioned that after hearing the issues he will get Lincs Road Partnership to come out and conduct a longer term survey.

a)CHAIRMANS REPORT
The school council has an ambitious project to renovate the outdoor area, a written letter has been sent to local businesses asking for donations towards the project. £500 donation suggested by Cllr Neale was 2nded by Cllr Fisher. Will also speak to the headmistress around helping about grants.
Vandalism appears to have stopped at the village hall after CCTV has been installed.
School also have a defibrillator at school and were wondering about placing it on the outside of school for all to benefit from it in the village, and would like to know if the parish could look into the cost of a box and be able to fund it.
b)COUNCILLORS REPORT
Cllr Turner has noted fly tipping seems to have started again on Horsemoor Drove, ensure everyone keeps an eye out.
c)CLERKS REPORT
Current fixed electricity bill for the Hoyles Field building comes to end in September switching to the variable rate of £365 per year for the standing charge, a fixed term of another year for £200 is available. Cllr Harrison approved, Cllr Neal 2nded.
8 Litter Picking kits have been supplied by Lincs CC, looking for ideas where to store these so used, will contact the Baptist Church about having a couple as a central hub alongside potentially the walking group. Will ask for more suggestions on FB.
A survey has been sent round by Highways requesting feedback about the roads and drains in the parish, Clerk will e-mail to councilors and collate feedback.

a)PLAY AREAS
Inspection to take place in August.
b)HOYLES SPORTS FIELD
Alan and Helen Barber spoke to the council in regards to a fun day to be held on Hoyles Field in June 2024 with a variety stalls, games, foods, drinks etc to be available as well as potentially classic cars on site and a flyover relating to the Battle of Britain. More details will be fleshed out in due course however the initial request was to see if it was possible to use the field, which Cllr Harrison Approved, 2nded by Cllr Fisher. Clerk will continue to chase Anglian Water to get the water onto site. Cllr Coupland also mentioned that similar events have been held in Holbeach and funding requests were sent to South Holland District Council to claim some money from the UK Prosperity Fund. Alan and Helen will push on with organizing the day (something they have done previously in Sutton Bridge) but if any help is required, they were advised to come to the Parish Council.

a)FINANCIAL STATEMENTS FOR JUN 2023
The clerk presented the financial statement as at the end of June showing income of £41.23 (Interest) and expenditure of £751.54 resulting in a deficit of £710.31 and funds held of £26,658.20.
Cllr Turner suggested (given we have a holding account for the precept paying 1% Interest) whether we could look at a savings account to increase the income for the parish. Clerk to investigate.
